The SDG 4.7 / Human Rights Education Monitoring Tool is a tool for collecting data on progress in the human rights education elements of SDG target 4.7 and the UN World Programme for Human Rights Education (WPHRE). It is based on human rights standards and methodologies and operationalises the OHCHR-UNESCO Self-Assessment Guide for Governments regarding Human Rights Education in Primary and Secondary School Systems.

Human rights are mainstreated in the textbooks of secondary schools n various disciplines especially in social sciences and humanities; however, the following subjects are directly targeted at promoting democratic citizenship and human rights values: "Me and Society" (III-IV classes), "Our Georgia" (V-VI classes), "Citizenship" (VII-X classes). There are no subjects and therefore, no textbooks on human rights designed for the 1st and 2nd classes. Therefore, it can be said that the textbooks refer to human rights issues to some extent.

In 2018, Public Defender's Office conducted the countrywide baseline study on the human rights knowledge and skills at secondary education level among school children, teachers and the administrative staff. According to more than 60% of teachers, they did not study human rights, child rights, intercultural/multicultural issues, tolerance and inclusive education either at higher/technical or secondary-technical levels. According to the same survey, about 48% of teachers did not have any access to professional development courses on human rights. The National Curricula contains some provisions regarding inclusive environment, i.e. accommodating the needs of disabled children in the learning process, including the student assessment. The national student assessment guidelines do not contain other provisions, which would align the assessment process to human rights principles.
